Yes, GS 13-10.

But OPM just issued a new draft rule prohibiting the use of salary history in setting pay. I don't know if that will change the current practice of giving step-10 to someone moving from a higher grade.

Depending on the agency, they don't have to match or try to match your pay.

13-10, assuming it is closest to your current salary but also higher. It's the closest highest one, not the lower one.
