Well, if they are taking cats that otherwise would be running free elsewhere, and moving them to places where there are lots of rodents, it would seem like it would either have a neutral impact on birds (since they would be killing them before and after) or a benefit to birds (since the cats would kill rodents which are easier).
Plus, my guess is that they are spaying/neutering the cats before they bring them to their place of employment.
If you're saying that feral cats should be put down, then this has a negative impact relative to that, but many people who don't want birds to be killed don't believe in killing cats either.
