I heard that is the case and cannot understand why.

Why can't you understand why? I'm glad they limit it.

Otherwise, no.

Langley does not offer AP Comp Sci Pri. to freshman.

Why do some AP high schools allow this but not Langley?

Because Langley students are already special.

McLean may offer AP Comp Sci Pri to 9th grades but not Langley

McLean doesn't offer it to 9th graders either.

It’s just one course. By the time they graduate both Langley and McLean students will have had the opportunity to take many AP courses.

No, I honestly do not. Please enlighten me, as I am sure there are 14-15 year old kids out there who are way better than college kids.

Not PP but going from middle to high school is an adjustment enough. The chances of a freshman getting a 5 on an AP exam are low, and a kid takes an AP class & fails the exam (below a 4 is essentially failing), that will kill their confidence. And they’re going to need confidence in grades 10-12. No college is going to penalize a kid for not taking APs in 9th.

“Way better”?
Try again.

When I went to HS in the early 2000s you started with AP USH in 11th grade and the remaining options were only available in 12th.

Better to build a good foundation first and then take AP classes & exams.
