Short answer is - pick one close by and if she has friends who swim, consider going there. She is very young, so no club should expect more than twice a week for that age.
Check out https://www.pvswim.org/pvs_club.htm for a list of clubs. Don't pay attention to the level 1/2/3 seals in the righthand column, but ideally, you do want the club to be safesport certified (all parents and swimmers have taken online training about inappropriate behavior). However, the ones who are not safesport compliant might be working on theirs.
