The crazy thing to me is Bradlee shopping center is NICE. I mean, it’s a Fresh Market and a Starbucks and an overpriced toy store.
I don't think the McDonald's is particularly nice (even to the limited extent that a McDonald's can be nice).

It sounds like the police chased 3 teens through Fort Ward Park. The teens they chased may have been the victims or intended target based on the OpenHMz radio traffic. Check the police scanner clips with the stars.
