I don't think Syracuse's ranking in USNWR is surprising. Syracuse is a well-established university with a national reputation, competitive admissions, and some really excellent programs. Don't mistake the DCUM echo chamber ("Syracuse -- such depressing winters -- HARD PASS!") for an authoritative assessment.
