There is not a "high" score. They look at the comments as well as the descriptor of O, F, or C. Some people have all F's but the commentary, work samples, and scores are great so they get in. Someone else might have a mix of C's and F's but with bad commentary and work samples and they may not get in.
This is a holistic process. That's why appeals are an option. You can get a second set of eyes on your packet and a different opinion.
