Am moving into DC from overseas so unfortunately I can’t change the fact that he will be entering in Grade 5, obviously I’d prefer a different grade to enter a new school for the exact reasons you mentioned.

The focus of those meetings is on lower grades, first and second specifically. The upper grades aren't nearly as crowded.

The schools don't really have any incentive to take from their wait lists: it risks overcrowding the classrooms if they get new in-bounds students during the year, and the kids might have special needs or bring down the test scores or be disruptive (and before you say that of course your kid wouldn't, they don't know that and they can't pick and choose).
