OP. Also look at Florida schools. They may not give you in-state tuition but some decent ones (e.g. USF) will give you a discount off their OOS tuition to make it cheaper that VA instate.

True. However, Alabama used weighted GPA (or the reported GPA) according to their admissions person who was at the recent college fair at GMU.

New Mexico. And you don’t need high stats.

Or pay full rate at Utah the first year and then qualify as in-state.

I was surprised to learn that the University of South Carolina offers high stat kids (it's spelled out pretty well what stats are needed) in-state tuition. This is remarkable that they do it and in their transparency. Do other state schools do this (offer the option and advertise it in a very transparent way)?
