I met my much older husband when I was 19. So no criticism here, OP. I don't think it's a problem.

I dated a few late-20s guys when I was a sophomore & junior in college. Just like guys my own age, some were creeps and some were really nice. It was mostly pretty obvious that we weren't going to settle down long term, but I wasn't ready to settle down with anyone regardless of their age, so that didn't bother me. They were fun to hang out with, and it was interesting to date people in such a different stage of life.

Then as a senior I met a 28yo that I did settle down with - we're still married. We both agree that if we'd meet a year earlier it would never have worked. We were in too different of places at 20/27, just barely starting to see eye to eye at 21/28, and by 23/30 we were perfectly matched. Still are at 43/50.

It's not common but not necessarily bad. Finding decent 20 year-olds to date can be hard. When I was 20 I dated somebody 35; that was definitely weird and we were in too-different places in our lives for it to last, but it wasn't an abuse situation or anything. It was just for fun, and I had the means to leave when I wanted to.

If she may be dependent on him (money, drugs, job, whatever) then be concerned.

Yeah I mean 2 years from now she could date a 29 year old and I wouldn’t bat an eyelash, but those 2 years make a huge difference IMO.

I just asked my college-aged daughter. She said everyone she knows is dating people in college, and 24 would be her absolute limit.

Is this too large of an age gap? She said her friends are mostly dating mid-late 20s professionals as well.
