My sense is that the 168 is the whole population of students who applied and didn't get offered a free slot. I think I heard 70 free slots were offered (to new pre-k3 students; returning 2-year-olds get automatic free slots, so that's another big number of slots). That said, this is secondhand info, so would be curious if anyone knows more.
