And the US is 12% black. The stated concern was diversity. Ward 3 is very diverse along a number of vectors.
If your concern is a population that reflects the demographics of DC proper, Ward 3 is not representative. Neither is Ward 7 or 8. Ward 4 is the only ward that reflects the racial make-up of DC as a whole.
You can have Macarthur relieve student numbers at J-R (which, itself, is fairly representative of the city), or you can prioritize a specific racial makeup. The strategy for now is the former.
Except the mayor’s stated strategy is Deal for all; J/R for all, and thus, there should be a focus on how all students from all Wards will get there. They will have plenty of students from Ward 4. How will they get there?
