OP here. Long story. I did not have cocoa powder. I did have cacao nibs, bought by mistake. I ground the nibs without roasting them and thought they'd substitute for cocoa powder. They don't. They don't really taste like chocolate at all, which means the large quantity of sugar in the recipe isn't balanced by chocolate bitterness. So it just tastes like heaps of sugar, which we don't like. I only learned after making the recipe that I should have roasted the nibs to make them taste like chocolate...
