Although deciduous, the leaves on oak-leaf hydrangeas are tenacious and in the DMV a material percentage tend to stay on the bush until they are pushed off by new growth in the spring. Might be worth considering.

Some of the new hardy gardenias are nice. Sarcaccocca is a nice low grower.

The only reliably evergreen one in this area is Southern Magnolia.

Kalmia latifolia and Rhododendron maximum. There are others that produce berries, such as bayberry.
