Not sure if they are allowed by all airlines, but they definitely aren’t safe. If you are in a seat, you need to be wearing a seat belt, no matter the age. Unexpected turbulence is a thing, and I’ve seen unsecured babies and small children hit their heads multiple times on flights.

It was great for my kids who were tiny at the time. We couldn't use it during takeoff and landing (whenever you had to have bags stowed) but other than that it was great. This didn't actually go on the seat, though, so I don't know if the airline would allow you to use the one you found. I'm guessing it might be an issue since booster seats aren't allowed, and you could def consider this a booster
