What exactly would the private tutor for K be doing? What are the NYC kids doing in K that they don't do elsewhere??

Good preschools do have competitive admissions, in the sense of more applicants than openings, but not as crazy as NYC. Some preschools do administer some ad-hoc tests of the child, but nothing nearly as sophisticated as NYC. Demand for under-6 daycare exceeds supply, so scout early.
This post might really belong in the separate preschool forum on DCUM, but some indication of where one lives or works will get better quality responses.
My main advice is to try to have home, office, and school all on the same side of the river. The bridge crossings are perpetual bottlenecks, even if there is no en route accident on a given day.

You will find former New Yorkers at many of the schools in the area. Where do you plan to live and what types of schools are you considering? Religious, K-8, K-12 etc.
From what I've heard the process of applying to private schools in NYC is more stressful and it is not uncommon for kids to apply to 8-12 schools just for Kindergarten admission. Here too it's a bit of a scene, but it's not as intense, you don't hear as much of feeder preschools and parents paying for test prep for kindergarten entry.
