yet the NMSF cutoff has been higher in MD than VA.

Sorry but bolded is the correct answer. Of course Baltimore does a lot to bring overall scores down.

I have went to Brandywine Elemantry school and the place is basically ghetto not just that school but the whole entire county is just ghetto itself and a lot of people just don't pay attention in class so when its time to do the SOL its most likely they fail

Maryland's state tests are a lot harder than Virginia's, and as such, there's no surprise that their pass rates are lower.


Their pass rates are lower because Baltimore City has a larger percentage of their public school population
