One time I transferred, I guess they made the decision and it was the end of the next full pay period (3 weeks since we were mid-way through a pay period)

The other time I transferring, the new agency asked me which pay period I wanted to begin and said they would tell the departing agency that is my start date. I was told since it was a promotion that my departing agency could not dictate my departure. The new agency was giving me the option of staying at my current agency for additional pay periods in case there was work I wanted to finish.

The HR contact will reach out to your supervisor. You will get a start date. If you are already a fed, it cannot be more than two pay periods. That is typical if lateral. If promotion, unless your supervisor is a jerk (my former one was and held me the full two weeks), you will likely start after one pay period because it is a promotion and your start date at that grade will impact your earnings. Congratulations!
