This may be the reason.

Also, when you look around at where the big tap water failures have been they have been in low-income, minority areas. This has led to a general distrust of tap water among minority communities across the US.

Tap certainly is not cleaner than bottled water since bottled water is just filtered tap water.

I don't know but it may be water to bring with them somewhere, such as work or an outdoor gathering or sporting event. I wouldn't assume it's for home use.

Yes, lots of white people do this too. I hate going to someone's house and they offer you a drink and give you a tiny bottle of water. Except in AZ. Tap water there is terrible--there's a reason there are water and ice stores in every strip mall. I let my kids order soda any time we eat out there because the water tastes so bad.

When I see this at Costco (not just a case or two, but like 10+ flats of water) I assume the buyers have a food truck or something.

My (white) brother and his family do the same thing.

Mostly hispanic people in my neighborhood of North Alexandria. Are there water quality issues or is this a cultural thing?
