Jitsi. But it's really just a self-hosted thing. You still need to provide server space and bandwidth, both of which cost something.

I would love to find a free zoom alternative for an hour and a half long meeting for under 30 people that happens once a month.
It would be great if it doesn't require any apps, memberships, plug ins, etc.
