It sounds intriguing but it also seems that it could be that no one stays in the job very long.
It's probably a 'hard to fill' role where they have specific qualifications and there's a turnover problem.
In my office there is a position where we want someone with specific "industry credentials" and if not a law degree & legal experience. The role itself is hard to fill - and when we get 'turnover' it can take while to replace - so we often promote as an opening for the position.
The above scenario might not be the reason you're seeing the job opening - but it's a potential reason.
