It's probably a 'hard to fill' role where they have specific qualifications and there's a turnover problem.

In my office there is a position where we want someone with specific "industry credentials" and if not a law degree & legal experience. The role itself is hard to fill - and when we get 'turnover' it can take while to replace - so we often promote as an opening for the position.

The above scenario might not be the reason you're seeing the job opening - but it's a potential reason.

At my company, there's a job like that. They hire very qualified people, often internationally, who only last 2-5 years, while most people in my company stick around for life. The secret is they don't pay enough for the job. People take it to get a foot in the door or because it's their first management job - but the job is out of NY and pays DC wages and there is no growth.
