I’d stay if you want the job. Much better than rescheduling for another day, plus it shows your commitment. And, bonus, it’s likely to be a job that values flexibility, which is bad for you now but will be be good for you if you are hired.

There are so many possible factors at play here. He could be rude or he could be experiencing some kind of emergency. His tardiness could be a sign of the broader culture or just him. I'd stay unless he's more than 45 minutes late. I'd assume the best and meet with him (assuming he comes). Otherwise, you'll always wonder if you should have stayed (especially if this a job you really want).

Unless you really need/want this job, I’d just leave. Something about it being an “errand” would really bother me. He couldn’t even tell you a white lie and say his meeting is running over or something? This shows a complete disregard for your time and the fact that he was so brazen about it, I wouldn’t want to work for someone like that.

I have a second round in person interview today. It was scheduled for noon. Not only is the interviewer not here but the office is locked and I'm outside waiting without a coat because I wore a blazer. I called at 11:55 to say I was here and he said he was running an errand and would be back in 5. That was 18 mins ago. Do I just leave at some point? I drove 45 mins to be here.
