I have had two cars stolen in DC. Neither ever was photographed again by any of the DC License Plate Readers. When the cars were recovered MONTHS later, they did not have license plates on them.
Oh and as per OP's statement, yes, DC just took a police report and told me to file a claim with insurance. There was a detective assigned to both cases, but they both said that there was no real investigation. They just wait for the car to turn up abandoned and towed. Then it pops on their radar when the city runs the VIN.

In most jurisditions/states, there are known places where burned out cars turn up, when the criminals are done with their crime/s. Police don't bother, sadly.
