But it’s in the queue, so they must renovate and expand. It’s just another reflection of how FCPS is too large to manage effectively. They seem to have no capacity to adjust based on anything that’s happened within the last decade.

That is very true. A good example is Mclean HS which was supposedly "renovated" in 2005 (this involved some very basic "fixes" and HVAC updates done by a variety of contractors) which means the school not on the CIP list because it was "already renovated" in 2005.
