My parents had PEIA and I know that as retirees, they had coverage at their home out of state. I was also covered under their insurance plan as an out of state college student.
It looks like Plan D is the only one that specifies WV only care:

Does anyone have any experience with West Virginia state employee health insurance (PEIA)? Does it really only cover medical care inside West Virginia?
