IMO that’s not dewy, it’s shiny.

Honestly, I think just using any moisturizer, base/foundation with an SPF will give a dewy look - I mix my regular foundation with some spf and it lightens up the look

Well, I think that's just makeup.

But drinking lots of water and eating food with fat in it helps. (Like avocado, salmon, etc.)

I know a lot of people here don't like Bobbi Brown's Jones Road products, but I do and I think they give the dewy effect.
