Yes, Oakton is a much better school than their zoned base school.

Lots of reasons. Former neighbor’s kid might have an IEP that you are unaware of (not all disabilities are visible) and they are allowed to stay as a result.

Some school districts allow the student to their program at original school to reduce disruption to their academics.

Anonymous note to the school secretary ought to do the trick if the school wants to do anything about it. If they don't for some reason then they will just look the other way.
