Schools are and should be encouraged to call the police if they are uncertain about something. But that means there will be circumstances where people call the police and it turns out arrest isn’t warranted.

A situation can be concerning but not illegal.

I assume it’s a crime for an unauthorized person to be on school grounds and then not leave immediately when asked.
