There's been talk of allowing the virtual academy to fill in the gap you're describing, where a kid wants to take a class that's not available to them. But that change, if it happens, won't be in time to work for your DC.
MCPS requires 2 years of language. Not 4.
OP, if this is really important to your kid, I would look at dual enrollment. Or, if she's got 2 credits, I would look at options outside of school that allow her to continue the language without earning credits, and list it as an extracurricular.
