Yes, she would need to retake the class. I believe it is a prereq for other math classes and saying a B was expunged will not fulfill the requirement that she took the class.
A B is a good grade. I would not expunge it.

It would put the kid behind when applying to TJ. However, I think grades in 8th for algebra don't matter here except for first quarter.
