Random teachers at my child's daycare have come up to me and told me how much they love my daughter. I have to admit, she is a magnetic person even at her young age. I think it's fine. Definitely better than having teachers dislike your child.

OP, a child can never have too many people loving them. This is a good person. She's taken a shine to your kids for whatever reason. They have someone at school who makes them feel loved. This is a good thing.

If you want to ask her not to give your kids food anymore that's fine. If you want to tell your kids to never go anywhere without YOUR (or other parent's) permission, even if it's someone they know, and you toss in a neighbor, a family friend, and this woman at school as examples, that's also fine.

Probably because your kids hug back or show appreciation for her attention. My twins are in 5th grade and over the 5 years we've been at our ES, there have been 2-3 teachers who have taken a special liking to my kids, including hugs. One teacher used to note things that my son did and would send me messages with pictures attached of things he did (though Canvas). The only thing was that this was a GT math class and while the things she highlighted were good achievements, they were achievements that several other kids in the class also had. I have no idea if she was sending photos and such to all of the parents, but my son and this teacher had a special friendship/relationship. We were sad when she retired last year as she was his favorite teacher in the whole school.

I have people taking random likings to my kids (they are cute and outgoing and were babies during the pandemic so a lot of people in my apartment building imprinted on them or something). It's fine but it can be a bit exhausting especially if you have to police the extra treats. I just try to teach my kids nice company manners and hope they remember them, lol.
