Oh...and look up www.girlswhopaint.com, It's an art collective of local women artists in Kensington, MD. They have some beautiful pieces as well!

saatchiart.com is all original art (or you can buy a print of the original piece). You can find any style from all over the world. We have a couple pieces from there (including one local artist) and it was a great experience.

Juniper Art Prints and Etsy are my other go-to sites. Juniper prints in sizes that match Ikea frame sizes, which is nice. Otherwise, I keep an eye out for local art fairs and have taken my time collecting!

Find artists you like on Instagram, then commission some art from them. A friend just did this.

this does'nt answer your question but I'm going to suggest this anyway as a way to discover things/styles/artists you like:

Look at the online auction places, and jsut search art.

For example, liveauctioneers.com - search on art, or use their search function on jaspanese art. There are a couple of auction houses that sell a lot of japanese art - I discovered I really liked an artist named Watanabe Seitei, for example - his artworks just catch my eye.

Everything But the House also lets you search on the category art.

your budget puts you in a level where you'd do well in auctions.

Not being able to see in person is a detriment. But looking at a bunch of art and just getting a sense for artists or styles can be helpful.

Another more hit or miss online auction is in DC (well, Rockville) and you can look in person on their one preview day. Try weschlers.com. Every once in a while they have a speciality art auction. Also DC has a very international population, so there's usually some interesting art available at weschlers.

Torpedo Factory

I know you said modern, but…go to the antique shops in Kensington! There is one entire Japanese antique store with wood block prints, but I also saw several throughout the other shops.

Go wander around the Torpedo Factory. Lots of their artists have profiles on the website, but it’s better to go see it all in person.

Paintings or prints? Paintings will be tough on that budget but prints more doable. We like buying from artists directly at art shows or craft fairs.

My partner and I want to buy one or two medium to large sized paintings for our apartment. Our budget is around $2000-3000 max. We like simple, modern painting and would like to avoid bright colors.

We are also really into Japanese woodblock prints but haven't found a place in the DC area to purchase them. We would like to see whatever we buy in person.

Would really appreciate recommendations.
