No OP I would not.
What I would do is have them tutored in the summer to master the material. Now. this is totally dependent on the class. If the C was in an elective no. If it was in a class like math where it builds on itself then tutor.
For a D or F absolutely retake.

It depends on the kid and the subject. My kid is capable of higher grades, so a C means that something went really wrong that semester. Assuming that's the case, and it was the result of external forces, or mental health, or just misjudging their courseload, I'd absolutely ask them to retake over the summer.

It depends on the class, but I wouldn't ask. I'd sign them up and tell them they are doing it BUT, I'd also get them a free tutor to try to bring up the grades/get them help so they don't need to repeat the class.

No. My son struggles in math and even with tutoring and extra math help at school, C is the highest grade he gets. He’s so done by the end of the year. Now this is a C in a private school where there are no retakes. There are also zeros and if he hands in something more than two days late, it’s a zero.

I would. Yes. Especially if it were a class where I thought he hadn’t retained sufficient material to succeed in the next level, but even if not.
