Most schools in wealthy districts have Principals that are competent and clamp down hard on issues such as bullying, but every now and then you do get a dud Principal. Hence the issues. My kids went to Bethesda ES and Chevy Chase ES, and there was zero tolerance for bullying. However, I've heard stories about the previous Principal of Somerset ES, for example...
