Your guidance counselor is student focused and will be writing the counselor recommendation letter. They are supposed to be giving the personal advice about interest areas, possible degrees, etc. The counselor in the college and career center is school focused. They coordinate college visits and can point students towards broad resources. Naviance is the tool for your daughter to use to help develop lists, and either counselor can show her how to use it. If what you want is someone developing a list of schools and a spring break trip plan, you need to find a private college counselor. Public schools don’t have thr resources to do that. However, you can also head over to the college forum and read there. Tons of good advice.

Which DCC school? I would escalate it to the principal.

When we had issues with our counselors at Kennedy, escalating it to the principal got the results and responses we were looking for.

I would go to her manager to get a response. Ultimately I'd go up to the principal if no one would help. Remember, the squeaky wheel most certainly gets the grease in MCPS.
