But to answer the question, for some lesser known schools, being a legacy (but not giving money) might be an advantage (stats otherwise being acceptable) because the school thinks perhaps admission may make you give more money.

But in general for the more elite schools, yes, they want to see substantial giving. A history of it. Seven figures or a building-sized gift.

A hook is something that your student has that would benefit the school. It could that your child is the State cello champion in addition to being a stellar. stellar, the year that Prestige University needs a cello player and the orchestra director is willing to use their one student allotment to get it. It could that you have donated enough for a named building and the school would like another one. It could be that your child is a crackerjack softball pitcher and the softball coach is willing to use one of her allotments to have your child attend. It could be that your child won a prestigious science fair at the national level…

I would not consider full pay a hook (like URM and athlete) because being full pay does not help that much (certainly not like being an athlete or URM). but I would consider legacy a hook.

URM and first generation, first and most importantly. Then athletes but they are usually admitted early and under a different system. Then, special programs like Questbridge (also a different system). Then, spectacular national or international (the foreign students) awards that the school can brag about. Then legacy if parents gave big bucks. Then peculiar instruments the orchestra needs. I suppose National Merit is in there somewhere because Slacs, in particular, like to brag about how many they have but no one mentions that as a hook anymore.
