Another vote for Pittsburgh, but late February/March may be too cold depending on your temperaments. Not Chicago or Ann Arbor cold, but certainly not St. Pete's.
For quirky stuff to do - the Andy Warhol Museum, a fancy dinner with a great view somewhere up on Mt. Washington, depending on dates/interests there are often good shows at the various theaters and concert venues downtown, dinner at one of the dozens of old churches that are now restaurants (Church Brew Works has great pierogis for classic polish Pittsburgh experience).

I live in St Pete and that's a nice choice - I was going to suggest St Augustine on the other coast. Fly into JAX.
Love Savannah, too. I don't know if any of these count as hidden gems, though?

You could do Baltimore and stay out of the Inner Harbor.
I wouldn’t call Newport RI off the beaten path but it won’t be very touristy in Feb.

It will be hard to find those touristy things you want to do without it being a touristy place. Like we can send you to any old city but it will lack the fun stuff you want because you’re a tourist who wants tourist activities. That being said, Ann Arbor would be nice if it wasn’t in the pits of winter. Try Sarasota or Albuquerque.

Subject: Quirky Weekend Getaway
A college friend of mine and I are looking for a fun, quirky place to visit that isn’t one of the usual suspects for a girls weekends (eg no Nashville or Asheville). We like typical stuff (restaurants, culture/history, walkable, no sports beyond competitive shopping and drinking cocktails)— we just want to do it in a non-typical place that is more of a hidden gem. A place that isn’t touristy.
We’re thinking of going late Feb/early March, for 3-4 nights. I will be leaving from DC area and she will be leaving from NJ. We will meet at the destination.
