At this point, all five of them have publicly apologized. Of course, many don't view that as enough and will never do so. Just because you have apologized should not insulate you from criticism of your behavior.

it's too bad former Chair MacWood used her last meeting after 22 years to salt the earth to prevent the incoming ANC from getting anything done. Her legacy hasn't been great for the District, but she seemed to be classy enough to not go full sour grapes. Being in the minority for 2 years seems to have broken her.

We're all quite lucky to be done with Commissioner Maureen Boucher. Regardless of where anyone stood on any issue, she stood more firmly on a misunderstanding than anyone else. There were times when she was treasurer where there seemed to be genuine concern that commissioners might go to jail due to her incompetence. Her refusal to admit publicly that ANC 3C had something like $10,000 stolen from it through false checks would have been amusing if it hadn't had been so sad. On top of that, the videos of ANC 3C show her jumping in, confused, on many issues.

I really do not think you or anyone else will be heard. These ANCs are very “behind closed doors” and putting up hurtles to stop you. You most likely will be barred or excluded from future meets. I am with you. Good luck but watch your back! Do not trust them to be fair.

What the photo tells me is that these ANC reps are unprofessional, immature, don’t respect their constituents, and are ill-equipped for public office. I wouldn’t vote for someone for junior high class president if this was how they presented themselves and certainly don’t want these ANC reps weighing on in important issues. They don’t have the confidence if their constituents. And Beau Finley is trying to censor the topic in a public meeting?

Draft ANC resolution on offense picture and tweet

Before notice went out of the ANC meeting agenda for tonight's (Dec. 13) ANC 3C meeting I told commissioners that I intended to draft a resolution commenting on the incident and how the ANC interacts with the public. The topic was included in the notice, but was dropped from the agenda that was posted on the ANC website. I wasn't informed[i] but discovered the omission. The ANC administrator when asked told me that Chair Finley told her to delete it.

Prior to circulating the draft resolution I talked to the Office of ANCs asking if there was anything in the text that I should reconsider. This is the first resolution of this type that I have authored, but I think it's essential that the ANC not be silent on this matter that has caused strong community reaction. I was told that there was nothing improper or concerning with the resolution.

When I talked to Beau to ask why he had directed that the resolution be omitted from the agenda he told me there were two Office of the Attorney General memos stating that fact-finding and a trial were necessary precedents to a resolution like the one I drafted, and that Robert's Rules dealt similarly with what he termed censure. My resolution is not a censure and the OANC agrees with me.

I revised the resolution to remove the names of those involved in the incident to make it clear that I was not recommending any action or punishment, but rather was focusing on repairing any harm done to the reputation of the ANC and the confidence that residents place in us. I asked that the resolution be added to the agenda but so far it has not been. I will move that it be added to the agenda tonight, but that will depend on the vote of my colleagues.

Since I have not commented on the incident, I am sharing the draft resolution which the ANC leadership does not want considered. Again, I have been assured by the OANC that the OAG memos are not on point and that the resolution does not involve censure and is entirely appropriate for ANC consideration.

Draft Resolution on Offensive Actions by ANC 3C re-elected commissioners and commissioners-elect

Whereas, ANC commissioners are elected to represent constituents no matter their age, ethnicity, race, gender or income, on proposals before the DC government, and should respect and reflect various viewpoints in the community; and

Whereas, two current and re-elected ANC 3C commissioners posed with three commissioners-elect for a photo with three of them giving the finger, an obscene gesture, toward a poster displayed in a Cleveland Park store window and one of the commissioners-elect on November 8, 2022 tweeted the photo with the captain, “The ANC Majority has something to say – we’re doing bike lanes. F’ the ops”; and

Whereas, the location of the photo was on the Cleveland Park service road in front of a business store window that displayed a SaveConnecticutAvenue.org poster, which is sponsored by people who oppose the current DDOT bike lane proposal; and

Whereas, a screenshot of the tweet including the picture was posted on the Cleveland Park listserv on November 18, 2022 and was subsequently reported by several reporters and featured on an NBC news program; and

Whereas, the poster that was the focus of the picture and tweet involved a continuing controversial issue about the potential impact of installing bike lanes on businesses and residents that is a significant matter before ANC 3C and on which commissioners are involved; and

Whereas, this incident and its reporting undermine the credibility of ANC 3C and the work that many commissioners do to support and faithfully represent the community and its residents:

Be It Resolved that ANC 3C condemns the decision to take the photo and to post it on social media/tweet it to the public because it conflicts with a commissioner’s responsibility to represent all SMD residents with respect and lack of bias;

Be It Further Resolved that ANC 3C strives to be transparent and professional in all its actions and it does not underestimate the harm that has been done by this incident to ANC 3C;

Be it Further Resolved that ANC 3C wants to reassure residents that commissioners are committed to continue to work to address concerns and issues even when a decision like installing bike lanes has been made; this continuing effort on the part of ANC commissioners is intended to produce the highest quality of life for residents, businesses, and visitors;

Be It Further Resolved that ANC 3C will strive to act professionally and respectfully in service to the community; and

Be It Further Resolved that the chair and the commissioner for ANC 3C09 are authorized to represent the commission on this matter.
