Staircases or treads two completely different things. Treads you can get at HD, LL, Floor & Decor, most lumber yards etc. Plus a million places online.

Get vinyl plan for the basement that is similar to the upstairs.

Replacing carpeting isn't that expensive, but stairs are the most expensive part. I would say replace it all, since the added space (unless it's a really huge basement) probably won't be that much more. You could probably do the whole thing for the price of hardwood steps.

Just replace all the carpet at once.

That said, this sounds like an installation problem. There should be padding, I don’t think the thickness of the carpet should be an issue.

Definitely don’t do mismatched carpet on the stairs.

You won't notice it for more than a couple weeks after doing it. Just make sure the colors complement.

We have a staircase going to the finished basement with extremely thin carpeting that we need to change out because the carpet is so thin that you can feel the tack strips and have injured ourselves on them. It is connected to hardwood upstairs, and the same thin carpeting in the basement. We are considering putting in hardwoods (with a runner on top), but it is going to be pretty expensive. As an alternative we could have a different nicer carpet put in, but we don't even like the basement carpet so would not want it to match visually. How weird would a differently carpeted staircase look connected to a carpeted basement?
