Each state’s lottery website will tell you where they put the E income from the lottery.

Something like 1/2 the sales go to the state in which tix are purchased. But its not a steady number so you cant budget critical things like salaries onto it.

The size of revenue generated from lottery is a mere fraction of what's being spent on education. Let's say Americans spend $100 billion on lottery each year...most of that money, like 60%+, goes to the winners. Then there's overhead associated with running a lottery (not insignificant), and there's 40 states to split it between.
If we're spending $20B on education in the state, the lottery money doesn't go very far. And the lottery money is earmarked for education, but the original education budget is fungible, so it's not like, "oh look! an extra $1B, maybe we'll use it for unfunded education programs. " The real scenario is that they have $1B to fund education from the lottery, and now $1B of previously existing funding is removed from the education budget and used for other purposes.
