Having seen two friends go through trying to collect UI over the past two months, the people at DOES seem to be fine, but their IT system is set up in a way to only allow something like 1 out of every 50 filings for processing.

DGS. Also, while I think DCPS is dysfunctional in his own right, one of the main things it gets criticized for is facilities condition and maintenance, which is actually DGS. DCPS actually does do some things well. DGS does nothing well.

Most states have stopped safety inspections. They found it didn't really impact safety.

I've dealt with DCPS and WMATA and they are both terrible.

I will say, OTOH, that I think DDOT is overall good. Yes they do have issues. I just think some people I know that work there are really good.

Given that the council is supposed to provide oversight then the answer is obvious.
