It's for last summer, it's legit, and if you don't spend it it goes to waste (can't transfer to a needier family or anything). Use them.

I don't want to get into trouble later, but again, we could really use this extra help right now.

It is legit. It's for the last summer months.

This happened in DCPS a lot. Don’t know anyone in MCPS who got one.
