In MD Fitzgerald Hyundai has been great.
Every single car company does what you describe. It is called Dealer markups not upcharges. And have always done this. It is your job as a consumer to see the window sticker of any car you are buying .
Some put more crap on the cars than others.
And right now Darcars in MD is charging not only what you just wrote but a $5,000 to $7,000 actual upcharge without any extra equipment.
