Which cluster is that? Our cluster does not check after initial enrollment.

Strange. I have three, oldest now in college. I think I had to provide proof of address when each enrolled initially and I don't think ever again. Certainly not within the same school (i.e., if the kid is in HS, the HS won't ask again).
