Those are the only 2 cities where I consistently notice people are better looking than average.

This. We just don't spend as much time/effort/money on clothes, hair, etc. My cousin works in NYC for a non profit. She is also a mom of two little ones and works from home and is still impeccably dressed in dresses etc. Helps that shes tall and thin but she spends way more effort and $ than me on clothes.

Perhaps I’ve lived here too long to notice, but what does the average, non attractive DC woman actually look like / what are her beauty habits? I lived in Texas in my youth and agree women from places like that put a lot into their appearance. I just don’t find DC women all that slovenly, though.
