I have six or so cards for local libraries - see 'who can get a card" in the link below. Different local libraries offer different things in terms of online services.

But you don’t need a card to sit in a library, only to check out books.
That's correct. Wifi is also freely available and if the person wants to get on a computer there are usually some that are accessible for non-library members. - same NP
