Good luck. SSA is a total shitshow and I’m still trying to get them to comply with something Fairfax Court requested happen. Even the court said they were notorious for being difficult when I reached out to let them know why there was a delay.
+100. I just stopped by to add that the SSA is a total, complete and utter shitshow! I live in the DMV, but I had to handle an issue regarding my father in an LA SSA office. I was there (unnecessarily) for about 6 hours. Most of the SSA employees that I’ve encountered have a poor work ethic and lack professionalism (on both coasts).

Technically any, but they will send your application to the one your zip code is assigned to, increasing the chance that it will be lost or delayed. So it's probably better to go to the one that comes up when you do the office locator tool at ssa.gov
Also definitely try to get a receipt or other proof of submission, or make an appointment to file the application. That way if they say you didn't do it you have proof you did. SSA is really understaffed and stuff is falling through the cracks.
