The "national test made by experts" was so bad that now only DC uses it, so it's basically a DC-specific test.
Don't think that's completely true, but regardless, it would be hard to do much worse than MCAP. Seriously, why make up your own test instead of using a proven one?
So you don't have to compare your scores with other states' scores.
That might be the case if everyone else hadn’t dropped PARCC too.
