Paladar in Crown has a large patio. Not sure about reservations.

Coopers Hawk has an outdoor patio. Also Botanero and Fontina Grille in King Farm, Plaza Oaxaca in Rockville Town Center and Vasili's Kitchen in the Kentlands. Kentlands has quite a few places with outdoor space.

Owen’s Ordinary at Pike and Rose has a nice patio that should be big enough for 20-25, but I’m not sure if you can reserve it.
