Some schools don’t do Valentine’s Day because it is a “Christian holiday”.
Since we use the Gregorian calendar created by the Pope they are all Catholic holidays!

My kid school has trick or trunk event at the parking lot. I don't know about birthday.

Whenever that's happened, the teacher and school sends desperate emails until someone steps up. Someone has always stepped up

My school doesn't do room parents as far as I know. I have a 1st grader and there was zero mention of it last year and this year as well. We are a title 1 school and the PTA is not super active. Not sure if that is it.
But it's been totally fine. Last year, the teacher asked for snack donations and organized stuff for the kids to do. They celebrated all the typical stuff - Halloween, Valentine's day, etc.

This. Seems like everyone else is in the same boat. One year without parties isn't the end of the world.

No room parent, no parties and don’t expect the teacher do it. They might, they probably will (because teachers have big hearts) but they are also very limited bandwidth and are already stretched thin.

Really it does not take much. Sign up genius. Pizza, drinks, cupcakes. And, a few games and decorations.

This is OP. I don't mind being an once in a while volunteer but I really don't want to commit to be a class parent. I have 3 kids with IEP and I have been struggling taking them to all weekly therapies and on top of that dealing with insurance, IEP meetings, specialist appointment, medication, and behavior problems. I also work full time at office. English is not my first language, and I really have no time & energy to do extra because I am struggling with time already. My house is a big mess.
I wish I could step up, but I can't handle it.

Hard to answer that without knowing your school or your teacher. But, I'd guess that the classroom teacher would, at least, print out some fun themed things for the kids - fall themed word searches, coloring pages, jokes, etc. There's also a chance that there'd be a grade-wide celebration. But, if I were you, I'd raise my hand at this point to be the class parent and do my best to recruit another friend or two. It's really not a huge time commitment.
